OHR’s organizational structure is designed to ensure effective leadership, accountability, and inclusive decision-making, allowing us to deliver high-quality programs that respond to the needs of communities across Afghanistan.

Governance and Leadership

OHR is guided by a Board of Directors composed of five members, with women holding a majority of positions, reflecting our commitment to gender equity in leadership. The Board provides strategic direction, oversight, and accountability, ensuring that all programs align with our mission, vision, and values.

Executive Management

Our Executive Director, supported by a Deputy Director and a dedicated management team, oversees day-to-day operations, program implementation, and partnership development. This leadership team is responsible for ensuring that our programs are responsive, effective and impactful, while maintaining high standards of quality, transparency and efficiency.

Functional Departments

OHR’s operations are organized into specialized departments, each contributing to the delivery of integrated services:

  • Programs and Projects: Design, implement, and monitor initiatives across psychosocial support, livelihoods, humanitarian aid, education, health, and social cohesion.
  • Operations and Administration: Manage logistics, procurement, finance, and human resources, ensuring smooth organizational functioning.
  • Advocacy and Communications: Promote community voices, engage stakeholders, and build awareness around rights, equity, and inclusion.
  • Monitoring, Evaluation, Accountability, and Learning (MEAL): Track program performance, collect and analyze data, and foster continuous learning for improved impact.

Field Teams and Volunteers

Our work is powered by experienced and trained local staff and volunteers, who bring deep understanding of local community needs and cultural contexts. Field teams serve as the frontline of program delivery, ensuring that interventions are community-led, inclusive, and sustainable.

Inclusive Decision-Making

OHR’s structure emphasizes collaboration, equity, and participatory decision-making at all levels. By integrating staff, community representatives, and partners into planning and implementation, we ensure programs are responsive, culturally appropriate, and impactful.

Through this structured yet adaptive model, OHR combines strategic leadership with grassroots engagement, enabling us to deliver transformative programs that build resilience, empower communities, and uphold human rights across Afghanistan.
